Can't compile SDL_net on Ubuntu 16.04 64bit

First I compile SDL2:

hg clone https://hg.libsdl.org/SDL SDL
cd SDL
mkdir build
cd build
../configure --prefix=/home/<user>/libs
make
make install
After SDL is successfully installed. I try to build SDL_net.

hg clone http://hg.libsdl.org/SDL_net SDL2_net
cd SDL2_net
mkdir build
cd build
../configure --prefix=/home/<user>/libs
make
make install
After make I got error

The 'aclocal' program is part of the GNU Automake package:
